Sanctions Notice - Iran
30th September 2025In 2015, the UK, as part of the UN Security Council, was a signatory to the Joint Comprehensive Plan of Action (JCPoA) which placed significant restrictions on Iran’s nuclear program in exchange for sanctions relief.
As a result, UN sanctions on Iran (UNSCR 1737, 1747, 1803 and 1929) relating to 121 designations, an arms embargo, and financial and trade restrictions were suspended by UNSCR2231, which endorsed the JCPoA. Under the terms of the JCPoA, all previous UN sanctions related to Iran’s nuclear programme can be re-imposed in the event of significant non-performance by Iran of JCPOA commitments (the snapback provisions).
On 30th September 2025, the UK laid a statutory instrument to amend the Iran (Sanctions) Regulations 2023 (the UK regulations) as part of the ‘snapback’ process. This legislation will come into force on 1st October 2025 and will be followed by a large package of designations.
The UK regulations are given effect within the Bailiwick under the Sanctions (Implementation of UK Regimes) (Bailiwick of Guernsey) (Brexit) Regulations, 2020 that have been made under the Sanctions (Bailiwick of Guernsey) Law, 2018 (the Sanctions Law).
The Office of Financial Sanctions Implementation (OFSI) guidance document on the Iran regime can be found here.
