Commission showcases innovation‑friendly Sandbox approach

The Commission has published detailed information on its Innovation Sandbox, including an updated webpage and a new set of frequently asked questions, reflecting feedback received through the Supporting Growth in Digital Finance consultation which is part of the Commission’s Digital Finance Initiative.

The feedback to our Digital Finance consultation paper highlighted strong interest in how the Innovation Sandbox operates in practice and how it fits alongside the Commission’s existing licensing framework. Responses also emphasised the value of clear information to support early engagement and informed decision‑making by firms considering Guernsey as a jurisdiction.

The updated materials build on the approach already in place by setting out how the Innovation Sandbox works, the stages involved and what firms can expect when engaging with the Commission. They also address common themes raised during the consultation, including the relationship between the Sandbox and standard licensing, how early engagement works, and the nature of Sandbox participation.

The Innovation Sandbox offers flexibility in how regulatory requirements are evidenced at application and during the testing or incubation phase, in a way that is proportionate to the risks involved. This is typically achieved through tailored licence conditions attached to a licence or approval granted under existing regulatory laws. It offers an environment for firms to launch innovative products and services within a structured framework. It supports testing and development, with a clear pathway towards establishing operations in the Bailiwick.
