Consultation on Proposed Changes to Address MONEYVAL Recommended Actions

The Commission together with the Policy & Resources Committee have today issued a simultaneous consultation paper on proposed changes to address the Recommended Actions made by MONEYVAL relating to the supervisory framework in its evaluation report published in early 2025. Changes are being proposed to both the Handbook on Countering Financial Crime (AML/CFT/CPF) (the “Handbook”) and Schedule 3 to the Criminal Justice (Proceeds of Crime) (Bailiwick of Guernsey) Law, 1999.

Additionally the consultation paper also includes minor proposed changes to Schedules 1 and 4 to the Criminal Justice (Proceeds of Crime) (Bailiwick of Guernsey) Law, 1999 to address two unintended consequences of the introduction of the Lending, Credit and Finance (Bailiwick of Guernsey) Law, 2022.

Further information and views are also being sought on Appendix C of the Handbook which lists jurisdictions with standards which are equivalent with the Financial Action Task Force requirements. This list facilitates the use of introducer arrangements and intermediary provisions in the Handbook.
