Commission launches Innovation Sandbox with Concierge Support

The Guernsey Financial Services Commission has launched the Innovation Sandbox + Concierge, a new initiative designed to support innovation in finance. This launch forms part of the Commission’s broader Digital Finance Initiative, announced in September 2025, which seeks to position the Bailiwick of Guernsey as a trusted, agile, and forward-thinking jurisdiction for digital financial innovation.

The Innovation Sandbox + Concierge offers an environment for firms to launch innovative products and services within a structured framework paired with a regulatory concierge service. Whether you're exploring blockchain, tokenisation, AI-driven finance, or other innovative solutions, the Innovation Sandbox + Concierge is designed to help you engage with the regulatory landscape in a constructive and informed way.

Guernsey Finance is supporting the concierge element by helping firms make meaningful connections across Guernsey’s financial services sector.

We are delighted to use the Innovation Sandbox + Concierge to reinforce our openness to early and welcoming conversations with novel business types - helping innovative firms navigate the regulatory landscape.

The Sandbox allows firms to operate under tailored licence conditions, such as:

  • Scope limitations (e.g. capped transaction volumes or restricted client bases)
  • Duration (12–24 months)
  • Disclosure (reporting of risks, incidents, and outcomes)
  • Consumer protection (use of disclaimers and opt-in participation)

Each applicant is assigned a named contact and guided through a bespoke pathway, starting with a Concierge Connect Form and, if appropriate, culminating in an online application process via the Commission’s new Applications and Authorisations Portal.

Support continues throughout the Sandbox as firms engage in ongoing dialogue with the Commission.
