Co-Deputy Director General

Gillian joined the Commission in July 2014, initially as Director of Fiduciary and Innovations. From September 2018 she has been Director of the Investment, Fiduciary, and Pension Division. Whilst retaining her current responsibilities leading the supervision and policy development of these sectors, she was additionally appointed as co-Deputy Director General in December 2022. Gillian takes a keen interest in supervisory technology, and is supporting initiatives to allow the Commission to more effectively regulate firms using new data-driven technology. Gillian, on behalf of the Commission, is an active participant in the International Organization of Securities Commissions (IOSCO), and the Group of International Finance Centre Supervisors (GIFCS). 

Gillian joined the Commission from the UK Financial Conduct Authority (FCA; and formerly the Financial Services Authority), where she regulated a wide range of financial institutions. Gillian started her career in the Cabinet Office, where she was a Minister’s Private Secretary and Policy Officer. Gillian graduated from Exeter University where she read History and Politics.
