The Commission has announced the appointment of Mr Terence Mowschenson QC to its panel of ‘Senior Decision Makers’. Terence Mowschenson has extensive experience in business and commercial matters and a substantial part of his practice involves giving advice in relation to commercial, company and banking matters. He is a part-time judge of the UK Upper Tribunal and a Deputy High Court Judge (Chancery and Administrative Court).
Chairman of the Commission, Cees Schrauwers, said “I am delighted that Terence Mowschenson QC has accepted this appointment. His experience, in particular in dealing with International Financial Centres, and his areas of expertise, make Mr Mowschenson an ideal member of our Panel.”
The panel of ‘Senior Decision Makers’ was established last year and, with the addition of Mr Mowschenson QC, now comprises seven leading Queen’s Counsel including: -

· Mr Richard Millett QC
· Miss Leigh-Ann Mulcahy QC
· Mr Nicholas Peacock QC
· Mr Andrew Stewart QC
· Mr Glen Davis QC
‘Senior Decision Makers’, are required to sit and hear those cases involving serious findings against a licensee and / or individual Directors where those findings are contested by the licensee. Where a case is proven, the ‘Senior Decision Maker’ will determine what penalties should be imposed upon the licensee and / or Directors including the level of fine to be paid, any period of prohibition from practising in the industry and the contents of any public statement that is to be issued by the Commission.
